Legislation & Regulation

NAPSLO's legislative and regulatory efforts play an important role in the Association by monitoring and expressing positions on state and federal issues affecting the surplus lines industry. The committee directs staff efforts in working with the National Association of Insurance Commissioners (NAIC) and the National Conference of Insurance Legislators (NCOIL). NAPSLO, assisted by its Legislative Committee, works with state and local organizations where objectives are consistent with NAPSLO positions and principles. Position papers are written to state the association’s views on
important and timely issues.
For information on the implementation of the NonAdmitted and Reinsurance Reform Act (NRRA) please visit the NRRA Resources section of the website. Here you will find background on the NRRA, NAPSLO's NRRA Guiding Principles, Position Papers, Articles and Letters concerning the NRRA, NRAA Compliance Resources, and State by State Legislative/Regulatory Summaries and State by State Bulletins and
Guidance.

Industry Involvement
NAPSLO works in close cooperation with other insurance trade associations to advance the interests of the industry and consumers to foster a smooth and vibrant surplus lines industry. In addition, since May 2005 NAPSLO has been working with FaegreBD Consulting to represent NAPSLO in Washington, D.C.
Surplus Lines Laws
To help NAPSLO members keep up with surplus lines law, the law firm of Edwards Wildman Palmer LLP has allowed NAPSLO to post a PDF copy of their Excess and Surplus Lines Laws In The United States.
