The Legislative Committee is chaired by James C. Drinkwater and David E. Leonard. The Commitee is dedicated to promoting the legislative and regulatory interests of NAPSLO members and the Surplus Lines Industry. The Committee will monitor, evaluate, and influence state and federal regulatory and legislative activities, advocating Surplus Lines issues, and do so with the vision provided by the Guiding Principals set forth by the membership, Legislative Committee members, and the Board of Directors.

The NAPSLO Board of Directors, in response to the legislative and regulatory advocacy assistance provided to members, has compiled a set of guiding principles which provide direction for current and future Board and Committee members. The principles are continually reviewed and adjusted to make certain that they address current, relevant issues of emerging insurance regulation and legislation at the state and federal level. NAPSLO’s legislative guiding principals are outlined in detail on the Association’s website, and are summarized on the PAC  pages elsewhere in this report. They cover long-standing, basic concepts such as Surplus Lines freedom from rate and form filing requirements, guaranty funds, and uniform broker licensing, to the emerging issues that may affect our segment of the industry in the complex debate over the role of the federal government in financial services oversight.

With the assistance of our Washington, DC based lobbyist, B&D Consulting, NAPSLO has become a visible legislative resource on issues concerning Surplus Lines and specialty insurance, and its distribution through wholesale brokers and general agents.
