Tribute to Richard M. Bouhan's Service to NAPSLO, 1981-2011
On October 12 at the 2011 NAPSLO Annual Convention in San Diego, NAPSLO honored Richard M. Bouhan for his 30 years of service to the Association and the industry.
Mr. Bouhan joined NAPSLO in 1981 as Director of Government Relations and became Executive Director in 1987. After 30 years of service he will be retiring in 2012. While at NAPSLO he also served as Secretary of the Derek Hughes/NAPSLO Educational Foundation, Treasurer of the NAPSLO PAC, was an instructor at the NAPSLO E&S and Advanced School, worked at the state and national level on legislative issues, including testifying before the U.S. Senate on the Nonadmitted and Reinsurance Reform Act in 2008.
He received the Charles A. McAlear/NAPSLO Industry Award in 1997 for his services to the industry and was recognized in 2006 when the Association awarded him the initial Richard M. Bouhan Legislative Advocacy Award.
Prior to joining NAPSLO in 1981, Mr. Bouhan was Associate Counsel for the National Association of Independent Insurers (NAII) and as Assistant Director of the Legislative Service Division of the Blue Shield Association (BSA). Mr. Bouhan was also a commissioned officer of the United States Public Health Service serving as Chief of the Office of Program Planning and Evaluation for the Navajo Indian Reservation area office.
A graduate of the Johns Hopkins University, Mr. Bouhan received his Juris Doctorate degree from Loyola University of Chicago School of Law and a Master in Law in Taxation degree from DePaul University College of Law. He also holds a Master in Government Administration degree from the Wharton School of the University of Pennsylvania, where he was a Samuel S. Fels Fellow and Scholar. He also completed the Executive Leadership School program at the Darden School of Business of the University of Virginia.
Mr. Bouhan is a member of the Illinois, Georgia, Florida, Missouri and Kansas bars, and is admitted to practice before the United States Supreme Court.
